He needed the money. He had IRS issues and was going through a divorce. In pro-wrestling, you're taught to put the younger guy "over" to build him for the future. I wouldn't be shocked if Ken did that with Tito in the UFC. The UFC saw their future in Tito Ortiz and not Ken Shamrock. Ken's been accused of throwing a lot of fights.
